An Oregon lawmaker has proposed a requirement for colleges and universities to conduct a student survey on sexual misconduct every two years or face a civil penalty of up to $150,000.

State representative Annessa Hartman, a Democrat, introduced the measure, which also would require colleges and universities with 1,000 or more students living on campus to employ at least one certified advocate to provide services to victims of sexual misconduct.

The bill proposes the creation of a Sexual Misconduct Survey Council, which would develop the survey to be distributed to colleges and universities. Council members would include students and representatives from colleges, as well as sexual violence prevention advocates.
