The Government had been alerted to the future funding dilemmas posed by the likely increase in the demand for student places in higher education by the Treasury through the University Grants Committee (UGC) and appointed Lord Robbins as a safe pair of hands (with a strong Treasury background as well as holding a leading university position).

The Department of Education is readying another round of federal funding to strengthen institutions’ supply of mental health counselors, providing almost $100 million across 35 states, according to a news release. The Department of Education is expected to distribute another $1 billion of BSCA funding over the next five years.

Higher education is now formally regulated by a government body, the OfS, while in 1974, the university sector, as it was then, was self regulated and had an intermediary body, the University Grants Committee (and later the Higher Education Funding Councils), to withstand possible political encroachments on autonomy from the government or elsewhere.
